Initial 6.5 Pass #1330

Most of the new offsets for 6.5. Obviously needs extensive testing.

Known issues:

  1. Voice offset
  2. Weapon visibility
  3. Excel hash mismatches
  4. Extended appearance, sometimes work and sometimes does not
  5. Something weird with ModelType / ModelCharaId
