Some forms are missing in Japanese locale #1149

In imeji 3.4.0.0, Japanese is missing in the locale select menu even though it is set in the configuration (General -> Language). See the attachment.

And "HTML snippet for Homepage" for Japanese is missing, too.

I confirmed them in a fresh install of 3.4.0.0.

Same problem in 3.4.1.0.
