QBIC upload > SGE

Make the QBIC upload webservice submit the actual upload job to SGE.

ToDos:

• [x] create SGE queue
• [x] submit to SGE
• [x] show submitted/running jobs with status
• [x] ionice file stuff
• [x] add support for BAMs
• [x] test that BAM upload works (waiting for QBIC)

When done:

• [x] configure somatic projects to not keep FASTQs
• [x] clean up FASTQ files for DNA samples
