Split NoFlo worker from GEGL #49

These two have vastly different performance characteristics, and it will be easier for guv to autoscale them properly if separated.

This should just be a routing thing, both workers roles should be the same and be able to handle any graph.

Implemented now for both background and in urgent workers, from version 0.4.73
