[Configuration] Project Coordinator /PM could not see "Create Project" link to create new project

Steps to reproduce issue:
1. Login as Project Manager / Project Coordinator (Alana59 or Tonia73)
2. Should see a link to Create New Project without submitting a proposal 
---------------------------
Expected result:
See a link : "Create Project"

Actual result:
Missing link, cannot test "Create project"

More info to support fixing:
Please configure/ add in the link for PM to "Create Project"

I was told there is no menu for the Create Project, is within the Manage 
Project, not correct?
