[Review project proposal] : Issue on Load and Update Proposal #33

Steps to reproduce issue:
1. Raise a project proposal
2. Login as the project manager and approve it

---------------------------
Expected result:
- Can see the uploaded document
- After submit, the project details should be presented so that PM can see

Actual result:
- Cannot see uploaded document (most likely no upload function is done yet)
- After approving, the proposal form went blank...

More info to support fixing:
- Please implement upload to DB function
- Show newly created project details to PM

cannot reproduce the 'blank form' after submit. Can you elaborate the steps

Steps to reproduce:
- Login as project manager
- Go to Browse Project Proposal 
- Click on any Proposal Details
- Select [Approve] radio button
- Click submit

---> The form is blank out...
