[Volunteer Mgmt] Cannot accept project interest

Steps to reproduce issue:
1. Raise project interest by Volunteer
2. Login as PM, select [Approve] for the project interest
3.
---------------------------
Expected result:
- Can accept the project interest, once approved, the Volunteer is added to 
project member list

Actual result:
- Cannot accept
