[Propose Project] Supporting Document is not saved in the database

Steps to reproduce issue:
1. Propose new project.
2. Browse supporting document for project proposal
3. Click 'Submit'.

Expected result:
In the database, uploaded document should be linked with 
tb_project_proposal_document and tb_project proposal

Actual result:
Cannot find support document for project proposal ID = 49

Fixed. Please retest. Not using TB_PROJECT_PROPOSAL_DOCUMENT table any more. 
Only use TB_PROJECT_PROPOSAL and TB_DOCUMENT.
