[Review Project Proposal] Need to include list of project managers

When project manager approved the project proposal, project proposal should be 
create as the project and assigned the project manager to that project.

I have fixed the issue: 

1. when project proposal is approved, the new Project will be created
2. the  approver will be set to be PM of the project
3. project status set to be New
4. project start date to be today
5. project end date to be start date + estimatedDuration(from proposal)

Tested

If the Project coordinator is approved the proposal, he should assign the 
project manager to approved project proposal.
