[generate certificate] - request type is individual , but output certificate is by project

Steps to reproduce issue:
1.login vms using Alana59
2.click on generate certificate
3.click generate
---------------------------
Expected result:
if the request type is individual , then output should be for one member??
need clarification.

Actual result:
 request type is individual , but output certificate is by project
