[Review Project Proposal] - can not approve/reject proposal

Steps to reproduce issue:
1.login vms using Alana59
2.click [Review Project Proposal]
3.select one proposal with status=submitted,click details link
4.select approve/reject
5.click submit button
---------------------------
Expected result:
the status should be updated

Actual result:
status remain submitted
