Chrome extension to track time on sites, email a weekly report

There are lots of time tracker extensions, but none of them have been written by me yet.

Track what the active tab is, compile a weekly top 10 list, send a weekly report via email. Bonus points for a "limit my time on this site to X minutes/week" feature, and either pop up a warning or block the site completely when your time is up.

Might be a good opportunity to write this in Dart.
