Add Machine Learning Summer School 2019 #44

Moving MLSS Madrid to past events; Adding MLSS London that focuses on courses ranging from optimization and Bayesian inference to deep learning, reinforcement learning and Gaussian processes; much of which are/could be broadly relevant to MLHEP.

@SwapneelM Thanks for your PR (as well as your patience as this response is much delayed).

The addition of the London 2019 summer school is great, so thanks for that. Moving the Madrid school to past is obviously the right thing to do, but I was wondering if we should keep it at all. From a quick look it doesn't seem like any of the resources are publicly listed there and so now that it has passed it doesn't seem to actually be a usable resource. What are your thoughts?

@matthewfeickert (sorry for the delay in response) it has taken a while but I just confirmed that the lecture videos have been added: http://mlss.ii.uam.es/mlss2018/speakers.html so it seems reasonable to leave it on there, right?

(they usually share all MLSS videos publicly which is what I felt is a big plus for keeping the schools around on this list)
