Add 3rd & 4th ATLAS Machine Learning workshops #78

Hi, it seems that some ATLAS Machine Learning workshops are missing from the list, so this PR adds them.

I also added the word "2nd" for the 2nd CMS ML workshop & 2nd ATLAS ML workshop. I hope that's fine.

Also, it seems the 3rd & 4th ATLAS ML workshops are not exactly restricted to ATLAS members. (I can access the Indico pages as a CMS member). But I've kept the "ATLAS only" tag. If the tag should be removed, please feel free to remove it (or let me know if you want me to fix it).

@matthewfeickert Thanks for accepting the PR! I have some questions if you don't mind. I'm wondering if it makes sense to also add the CHEP 2019 workshop? The workshop is not focused on ML, but it has some interesting ML-related talks, especially in the Track X session. This is the list of programs, and this is the agenda page.

Also, I'm wondering if we could add hls4ml to the list of software packages? It is a tool that converts ML models into firmware implementations by using Vivado high-level synthesis (HLS). I can create a new PR.
