Allow bootstrapping with Multicasting #152

A "discover" join option is already available but is not scheduled.

Further, the AccessContainer already contains a send_multicast_ member which is not initialized with a corresponding function.

[ ] Extend network interface to support multicasts (real and ns-3)
[ ] Initialize send_multicast_ with a way to send multicast messages
[ ] Depending on a strategy, enable receival of multicast messages
[ ] Test/extend/adapt the existing bootstrap algorithm
