Provide automatic link checking functionality #1

Will need this functionality to be available in a workflow for system administrators, and editors to use. Provide way to automatically check the viability of URLs in the records on a scheduled basis & issue a report to privileged users (reviewers and editors)

This might be better moved into a separate "utility" repo instead of userinterface. We could start to collect utility scripts and functions that are outside of the API, but aren't directly related to the UI. In particular, this would probably be a script that is routinely run locally or remotely and interacts with the API to update link status timestamps in the resource metadata.
