Add information about transparency of survey submitter

ESIP Summer 2022 workshop feedback: Suggestions: Given that survey questions are more or less anonymous, consider either making it transparent who is answering the survey, or make sure that the survey responder is authenticated. Part of the reason for doing this would be to reduce the number of spam responses and/or enable people to establish their reputation for productive, comments and expertise.

The best approach to this would be to limit survey submissions to authenticated users. This would address both the reputation and transparency issues, while also providing an opportunity for addressing spam/abuse through the feedback system.
