I have visual studio and all the required tools, the instructions are unclear as to how to run the thing. It has error after error and misconfiguration. Is there a more concrete/full building steps?

That said, the CI/CD configuration is basically self-documenting, as it's responsible for building and publishing artifacts with each code change.
