only boost posts from users who follow a group

I haven't thought this all the way through, but wanted to raise the idea that a Guppe group should only boost messages of users who follow that group. It would impose a slightly higher barrier to spam. (The cogsci and rstats groups are currently being spammed with off-topic content by users that don't follow the groups.)

This seems pretty reasonable. There's a small complication if you're creating a group by mentioning it - you can't be a follower yet, but I think we'd still want to boost that initial post in the group. I can find a way to make that work. I'd estimate this at 2-4 hours.
