configure streamline publication to /TR/ over specs after FPWD #162

I believe most of all PRs have merged, but let me keep this open until some change(s) are added to each, for confirming these working

forgot to configure W3C_TR_TOKEN from Settings -> Secrets configuration. Need to check other repositories. Also need to confirm it's working on webxrlayers spec. (wait for next PR merged)

waiting for https://github.com/tabatkins/bikeshed-boilerplate/pull/11, hope we could run GHActions without error after that PR.

still having random errors which requires bikeshed-boilerplate update, but all completed.
