I recall a big debate with <video>
about requiring royalty-free formats. I wonder if it'd be feasible if this time around we set a minimum bar of some sort for formats, so that user agents must not support formats unless they meet that bar. That bar could include stuff around royalty-free, and maybe something about having an open specification and/or open-source implementation.
This would be somewhat unprecedented, at least in HTML, but maybe is worth investigating...

. We might need some kind of evaluation matrix. Model can support multiple formats out of the box, but it might be good to evaluate what is best of users and developers and why.
