From page concept towards simultaneous layers in AR #16

Hi, I am the founder of https://open-arcloud.org/ where we try to bring people togeather around building an AR-Cloud ecosystem that is as open and interoperable as possible, reducing the chance of vendor lock-in, walled gardens etc.

One of the recurring theme is that many suggest a form of XR-OS where apps or content from different sources can live togeather in the same experience. When I am outdoors I might have a navigation app running showing me the way through a virtual fox running along a brightly coloured path on the ground, but then I get a message that a friend is neerby or that there is a sale offering at a shop neerby that I had requested sales offerings from previously. Its not a good experience for me to have to switch out of the navigation app and over into another app, what if those other spatial content experiences could appear simultanously? In browsers such as Chrome, many pages are "up" simlutatnously in system sandboxes as browser tabs, but each one fills a flat rectangular webpage fully with visual content. In AR the visual virtual asset part would often be only a small part of what you see in the view and you could imagine many sources of content being rendered simultanously for the user.

So instead of an immersive "web-page" you have an immersive "web-layer" and you can in theory render all the layers simultaneously. This I realize would challenge the security andbox, but maybe a sort of interface with restrictions on what you can do in a web-layer experience could help handle the security challenge.

👍 I would love for the ability to get multitasking supported through layers. This proposal is very inline with https://github.com/immersive-web/proposals/issues/15 . @toji Do you have any input on if/how something like this could be supported in the future?

@janerivi I'm going to mark this as a duplicate to #15 and consolidate discussion over there. This is a topic that I've been thinking about quite a bit, and I don't want it to get diluted among multiple Issues.
