I've created a PR to remove redundant checks from getJointPose and fillPoses algoriths: https://github.com/immersive-web/webxr-hand-input/pull/97
Unfortunately I no longer have a W3C account and I'm not affiliated with any organization, so I cannot contribute in this way. Please review and resubmit these changes as you see fit.
