Add appendix to privacy & security explainer showing table of threat vectors & mitigations #754

Per discussion, the table in the privacy design doc would be a useful appendix to the P&S explainer.

@toji Any movement on this? As we start looking at specs which build on this (e.g. AR Module 1) it would be a useful reference to understand what threats this specification acknowledges / addresses.
