I wanted to put some photos in an album, but these photos were from a long time ago and scattered across multiple albums.
I clicked the "Add album button" and filled in the title, but didn't add any photos.
However in that state the "Create" button on the top right (LTR display) did not work even though it was enabled. (There was no action when clicking it).
I feel like there should either be no button (or a greyed out one) when no photos are added if empty albums are not a supported feature, or the button should work as expected.
