[BUG] Server Reports as "Down" on a fresh install

The bug

When creating a new Immich instance, the server is reporting as down and spamming logs every 10 seconds saying it can't find the library. This problem goes away once you upload your first picture.

Reproduction steps

1. Launch Immich for the first time (or with a library location that hasn't been uploaded to yet)

Yup sounds about right. We can make sure the folder exists on start up.
