Stop auto-scrolling to the top of the client page when there is an error on any uscis receipt numbers for that client. This auto-scroll to the top of page is occurring because when there is an error, it auto-scrolls to the top of the page to display the error BUT the uscis receipt errors are not displayed at top of page.
