Is it possible to allow "initial_chunks = 0" for use in modpacks? #61

I want the player to have one more step before they have resources for a chunk, hence the need for "initial_chunks = 0"

(I'm using Google Translate to communicate, sorry if the words are weird.)

Changed configurable range to 0-25 in 1.13.2
