TC - Create list of data cleanup requirements for Mismo team

See work done by Shelby in #2 . We need to create a comprehensive list of data quality corrections that need to be done before data is sent to Mismo. Here is a start to generate discussion:

• Baby, test, and junk names need to be removed or replaced with standard value.
• Invalid phone number need to be removed
• Address should be correctly formatted
• If addresses are not a real address, it should be removed
• Date of Birth should be a valid Date of Birth

Here is an additional list of items that will need to be cleaned up before Mismo.

• Remove +4 from Zip Code

I have also included a file from Shelby that include placeholder data. WIR Placehold Data .docx
