Create Infrastructure for Documenting Detections #120

NIST has asked for better documentation on detections. Currently we only indicate the title, but no detailed explanation. We need to create a process or architecture to support ongoing documentation of detections such that the detections can be maintained and documented together efficiently, and then communicated out to those who need to understand them.

We did add "why to fix" and "how to fix".
