Update the AART testing process to support the latest MQE test case. This may require:

Integration of Message Modifier into AART
Access to test cases by MQE team
Integration of MQE into the AART testing framework

Working first to integrate MQE into the AART testing process. Creating a SQL interface so that data can be passed back to the IIS Sandbox.

Under this ticket I have created the ability to have the query pass through MQE and go to a target IIS. This work is a start but related a number of other tickets will track different aspects:

131 Support for CDC WSDL
133 Make it configurable in MQE
134 Let errors from IIS pass back through MQE
135 Only forward messages to IIS that are good
