Is Populated Detection #168

We have several data elements which have "is missing" data quality detections, but we also need the inverse "is populated" data quality detections as these will significantly help the display and understanding of "completeness" measures in M&I Data at Rest.

To start with, please create "is populated" detections for all of the CDC Endorsed Data Elements (Patient and Vaccination) that you currently have "is missing" detections. That should give us a good set of data elements to start with.

All of the rows that have detections with "Inverse Needed" set to "Yes" need to have a new detection created.

The new detections have been added and a test case has been created to verify that they are triggered.
