Improve DAR coverage report metrics #193

Unrelated to that, but still in DAR. Coverage Report Metrics I realize now Nathan that we’ll have a few updates in our new evaluation metrics we added. Some of them are a bit more complicated than counting valid doses. Schedules like Hib and PCV may ask for things like 4 doses by 24 months, but what they really mean is “complete” by 24 months since kids who start late might only be able to get 1 dose, but they technically still meet the requirements of 4 doses by 24 months (if you read into the details of coverage reports). We can discuss all of that when/if we opt to keep moving this forward.

I’m starting to see value in some of this data already as I try to link qDAR data to other external sources like census population estimates and NIS published data. It’s definitely not a perfect science, but I think it has a lot of potential. Exciting stuff!
