Re-install xin/jin tvd algo option for MHD #52

The xin/jin TVD fluid step algorithm should be reinstalled as the MHD stepper since we we have no other implemented algorithm at the present time.

Method has been reinstalled and reenabled for both HD and MHD.

The OTV instability problems have gotten even worse. :(
