Description
This issue involves two enhancements:
1.Adding a scroll-to-top button that appears when the user scrolls down and allows them to smoothly return to the top of the page.
2.Enhancing the navbar by adding a hover effect where a blue underline transitions from left to right under the navbar elements. Additionally, the navbar should become blurred when the user scrolls the webpage.
Actual Behavior:
1.There is currently no scroll-to-top button on the webpage.
2.The navbar elements don't have any effect on the hovering. The navbar does not blur when scrolling.
Expected Behavior:
1.A scroll-to-top button should appear when the user scrolls down, providing a smooth transition to the top when clicked
2.When a user hovers over a navbar element, a blue underline should transition from left to right under the element. The navbar should also become blurred when the user scrolls the webpage.
