[UBI] update beneficiary claim conditions #636

Right now, the conditions for the beneficiary to claim is

  1. have funds in the community
  2. otherwise, have funds on the reserve and the community claim countdown finished

So, we need to change the conditions and warnings. For more details, see utils PR https://github.com/impactMarket/utils/pull/252 and Libera PR https://github.com/impactMarket/libera/pull/507
