Added more detail from @marcpare process describing data cleaning of monthly usage data

@houghb This is a good comment, and I did cut the parts out that @marcpare indicated. This is because this is the spec for monthly data analysis. The parts that I cut out (including dir==R) are relevant only to the daily and 15 minute data.

@mcgeeyoung If we're really going to try and come up with data cleaning steps for monthly billing analysis, without anyone ever having actually touched the monthly billing data files that we received (and it sounds like without anyone ever planning to), then I'll need to go back and spend more time looking at this pull request to revise my comments...

@houghb These are good observations that I hadn't taken into account in merging. I'll take another crack at this tonight. Please let me know anything else you notice.
