How should bulk/delivered fuels be handled? #80

It would be great to see some resources detailing how delivered fuels are generally handled.

These are handled during record import; delivered fuels are considered to have dates at the beginning of the consumption period (rather than at the end, as with normal electricity and gas bills). Use record_type="arbitrary_start" or record_type="billing_start"
