Original requirement

Stakeholder requirement: StR32 "Embargo content"

I want to: specific information to require a check (or be embargoed) before edits are published

So that: changes can first be moderated for quality

Supporting info: An administrator will be able to specify which information, when edited by authorised users, will require another authorised user to review the changes before the changes are published. For example, edits to recommendation and action text need to be reviewed by another user before edits are published while progress updates are published immediately after edit.

closing for now as client considers available "draft" functionality to be sufficient
