Rate limits in StreamedSyntheticDataset

@donaldknoller Hi 👋🏻

Could you please update the documentation regarding rates limits for https://datasets.dippy-bittensor-subnet.com/latest? After getting a token by using this script docs/token_check.py I'm not able to use it straight away (I'm getting 429 Client Error: Too Many Requests). But I found that in a several minutes it's working fine. So can you add information how much time should I wait before starting using the API key?

Also, it would be great to know:

• How many requests can I do with one token?
• What is the difference between signers (coldly/hotkey) and what should I choose?
• Is each API key has its own limits?
• How often the StreamedSyntheticDataset changes and at what time?
