filled new structure, added english and plain German links. Nearly knotted my head, please check if links and language are correct @Thzx once this is merged and that I didn't screw up the filestructure @benbender

@topialla for future reference: If you have trouble with structures like this, don't hesitate to propose even slightly broken code as my editor-setup is quite good in catching and fixing those kind of issues (or ask on slack beforehand) - this one took like 10 seconds to fix.

@benbender the structure was easy, the structure of the content to keep everything in check and consistent was a much bigger pain. I was almost starting to declare string-variables, because most is in this now 2-4 times (2x vector 4x mRNA). We should consider this, but I hope this doesn't change all too often in the future. However, there are many references on these things throughout, so this should perhaps be parametrized. But 2 layers might also be a bit overkill. Most often, only the Vaccine name is different, all the other info is the same. But this might change, when other approvals happen. However, I guess we don't touch this till March.
