Ensure the count of inlets / forebays / inlets with sumps are displayed on the actual page

I updated this so the number of inlets/forebays/ inlets with sumps/traps displays in the heading note of the page as well as within the Condition rating section. This update will not be visible until I republish and share after all updates are complete.

The count for each of the inlet/pre-treatment combinations is listed on the inflow page above each component section.
