Actually what is required is to be the maintainer.
The biggest thing needed is general maintenance. Bug triage and reproduction, dependency updates, scheduled release, etc. Secondarily, documentation updates and edits.
If all these tasks were off my plate, I could find the time pitch in on the things that need my expertise.
As I just laid out in #587, I would love to use this driver in our Quarkus applications and the promise of Loom Virtual Threads is something I want to work on.
Also... specific features would need a sponsor.
I'm thinking along the lines of Windows support, Kerberos Authentication, etc. These are examples of things I have neither the time, inclination, or even ability to properly support & test.

Kerberos Auth is relatively easy to implement. Ridiculously hard to test.
As far as the copyright issue goes, it's settled. The copyright transfer is "approved".

There are/were a number of issues related to locales specifically on Windows. I could never track them down myself and I worked them out by proxy. The driver is not currently tested on Window as I ran out of time.

I'm pretty sure everyone has given permission to move the copyright. The question is who will maintain it?
From the responses of the contributors, permission has been granted. Most grants were explicit with a few passive grants via no feeback/objection.
This does not imply any sort of immediate action or timeline, only that if/when a move is made we have permission to do it. Many details are still to be worked out and are being tracked via #587.
