User 'gnizr' tag cloud missing in the Edit Bookmark page #31

What steps will reproduce the problem?
1. login as 'gnizr' and save few bookmarks using at least 1 tag
2. logout 'gnizr'
3. login as any other user
4. click on "Add Bookmark" 
5. In the tag cloud, click on the 'User' drop-down.

What is the expected output? What do you see instead?

In the drop-down, 'gnizr' should appear. Currently this user is missing
from the list.
