OpenSearch result page shows a non-functional result tile separator #35

What steps will reproduce the problem?
1. Do an OpenSearch in the search box.
  - make sure at least 1 result tile is visible
2. Enable a "search service" that is currently unchecked
3. Disable the checked service in (2)

What is the expected output? What do you see instead?

If the total number of result tiles is N, then the total number of result
tile separators should be N-1. 

If you repeat steps 2 and 3, the total number of result tile separators
equals to the total number of result tiles.
