Use of 'registerationPolicy' in gnizr-config.xml is broken #53

What steps will reproduce the problem?
1. Set 'registrationPolicy' to 'open'
2. Go to the front page and try to sign-up a new user
3. On submit, the system says the registration is closed.

What is the expected output? What do you see instead?

Should allow new users to sign up.
