Allow the administrator to explicitly approve new user registration #63

Allow anyone with a valid email to register, but in order to activate their
new accounts, an explicit approval from the super user 'gnizr' will be
required.

Added a new config option to "registrationPolicy" in gnizr-config.xml. By 
setting
this property to "approval" will allow anyone to register, but new accounts 
requires
'gnizr' approval in order for them to be activated.

Requires proper SMTP server configuration. See gnizr-config.xml doc.

Will be included in gnizr-2.4.0-M3
