Add other ways to close a form

User Story

As a site admin, I don't have any way to close a form.

Details

Currently, the only way a form "closes" is if has a goal and the goal has been reached.
I want to be able to close a form manually or on a specific date so visitors can see how much we collected for a form, whether the goal was achieved or not.

Acceptance Criteria

• [ ] I can close a form using a form setting (checkbox or date picker to close on a specific date)

This issue is stale because it has been open 45 days with no activity. Remove stale label or comment or this will be closed in 14 additional days.
