Hide Account Login Prompt for Donor Dashboard/Control What Donor Sees on Access Screen #6011

As an Admin, I'd like to be able to REMOVE the Account Login section when donors access their donor dashboard so that they aren't confused if Email Access is only active.

[x] Login option in Donor Dashboard only displays if there are donation forms with the "Register" option set to something that's not "None"
