Move secure directory away from public #848

From what I understand one goal of ImpressPages 5 was the separation of public and private files. I really like that, especially since I'm a long time composer fan.

However, it seems like public/file/secure is still in the public directory. I assume that's just there because of the old structure. I don't know enough about ImpressPages to do that change right now, but I thought I'd create an issue so that this doesn't get forgotton.

Yes. It is all correct. It must go out of public at some point.
